Government eases passport issuance for adopted children

The Ministry of External Affairs vide notification dated 26th May 2015 exempted orphan/abandoned children born on or after 26th November 1989 from the mandatory requirement of submission of Birth Certificate issued by the Municipal Authority or the Registrar of Births & Deaths as proof of Date of Birth (“DoB”) whilst applying for passport under the provision of the Passports Rules, 1980.

As per the notification, the Passport Issuing Authorities in India and abroad while processing the case of orphan/abandoned children born on or after 26th November 1989, may consider following documents to be produced by and on behalf of such applicants as proof of DoB to process their passport application: ­

  1. Copy of Birth Certificate; or
  2. DoB recorded in the Matriculation Certificate issued by duly recognized/affiliated educational institution along with the bonafide certificate duly sworn in case of minor by the Head of the Orphanage/Childcare Home and in case of major by the applicant himself categorically stating his/her DoB & place of birth before the First Class Judicial Magistrate/Executive Magistrate or;
  3. Declaratory Court order issued by the court of competent jurisdiction recording the DoB & place of birth of such an applicant in the order.
